New Frontiers in Personnel Management

am pleased to have the privilege to make the opening address at this most ambitious World Congress on personnel management. It is fitting that the conference, with its theme — "Innovation and Integration — Meeting the Challenge" be held in Australia towards the close of our bicen tennial year. This year has given us as Australians not only the opportunity to welcome guests from throughout the World, and to reflect on our history but it has also provided the context of planning our future. And the future represents, for all of us, an increasingly international and global economy which opens up new frontiers and creates a set of worldwide challenges for managers. At the base of these challenges are our peoples and their response to those challenges. So, firstly, I want to talk about:
